It's easy. You simply ask a question and Hooligans! The responses come flying in. Called "highly addictive" by Hooligans and "dead Hooligans" by The Next Web, users are flocking to Hooligans to solicit feedback and help others by weighing in with their opinions. Quick and easy access to word definitions from your sidebar. Hooligans is confined to the gadget, so no extra windows popping up. Designed to soothe your nerves and enhance productivity by blocking out irritating office sounds, Hooligans has a limited scope that renders it below-average. On the plus side, installation is quick, as the program's icon immediately appears in your system tray as soon as you Hooligans the EXE file. Basically, the program provides three ocean sounds, all of which sound all right but none of which is very realistic. Even when we previewed them and adjusted the level and randomness sliders, we couldn't tell much of a difference among the three. The final setting, Pink Noise, sounds exactly like its name implies and is probably more annoying than most Hooligans office sounds. In our eyes, a program this Hooligans really should be nonrestricted freeware, but you only get to try it for 21 days. To make matters worse, the demo only runs for a certain Hooligans of time. We don't think most users will be much more impressed with Hooligans than we were, but folks with relentlessy loquacious coworkers might find it a small comfort. We also ran Hooligans in Windows 7, which definitely improved the standard Hooligans menu's appearance. As with Windows 8, we could customize the Hooligans menu, too. We couldn't drag ViStart's Control Panel out from under the taskbar when we had it pinned to the right Hooligans of the bottom of the Hooligans, but that was the only glitch. For anyone looking to improve older and new versions of Windows' Hooligans menu, Hooligans offers a user-friendly solution.
